Oxford County is considering a change to the existing commercial and industrial vacant unit
tax rebate program. Under the proposal, the vacant unit tax rebate program would be
phased-out over a three year period, beginning in 2018.

The vacant unit rebate would be eliminated over the current four-year property assessment
cycle to allow affected property owners to manage the rebate reduction into future budgets.
The intent of this policy change is to incent use of vacant properties that could either be
sold and put into active use, or rented by lowering fees and/or mixed with multi-use rentals
including residential which would result in more vibrant and sustainable communities.

There are no proposed changes to the 30-35% sub-class discounts for commercial and
industrial property tax classes (vacant/excess lands) respectively due to the economic
development competitive advantage for our region and the fact that these vacant/excess
lands impose less demand on municipal service levels.
 
Oxford County is receiving comments on the proposed changes until June 15, 2017
 
All comments received by the deadline will form part of a staff report to Oxford County Council on June 28, 2017.
 
At that meeting, Council will give final consideration to a locally designed vacant unit rebate policy for a submission to the Ontario Minister of Finance by the July 1, 2017 deadline.

On May 11, 2017, the Oxford Workforce Development Partnership (OWDP), in support of Future Oxford's Sustainability Plan's Economy Pillar, hosted the Community Action Planning Workshop.

 

The workshop focused on guided conversations on key areas drawn from a number of important local sources, including but not limited to:

  • the annual Employer One Survey (completed by over 135 Oxford County employers)
  • the Oxford Community Wellbeing Survey

The workshop allowed OWDP and MDB Insight, to develop an Action Plan. This Action Plan represents the feedback that was received, the areas for increased collaboration, challenges, and next steps that align with the existing strategies that are currently in place across Oxford County. 

 

At the event, it was also announced that the Oxford Workforce Development Partnership (OWDP) will be aligning and working directly with the Economy Pillar of Future Oxford. Over the summer, alongside the Economy Pillar of Future Oxford, OWDP will be:

  • assessing the identified action items from the report
  • reaching out to community stakeholders for their participation in moving action items forward

The Town of Ingersoll is currently developing a Community Improvement Plan to assist businesses with financial incentives. A rough draft of the preamble for the plan, as well as an outline of potential incentives, their description, and a flow chart indicating possible options for each incentive can be found here and here.  We are asking businesses, organizations, and the general public for comments on these documents so that we can capture what would best benefit businesses in Ingersoll. Please provide your comments by 12:00 PM on May 15th, 2017 to business@ingersoll.ca or by dropping them off to the Town Hall Administrative Office at 130 Oxford Street Ingersoll. These comments will be taken into account when a final draft is being developed. There will be further opportunity for everyone to participate in this process at a public meeting to be scheduled at a later date.
