The Government of Ontario made changes to the Development Charges Act through Bill 108, More Homes, More Choices Act, 2019, that came into effect on January 1, 2020 with accompanying Ontario Regulation 454/19.
Please note that changes to Town’s administrative processes were adopted by Town’s Council at its March 8, 2021 meetings to ensure compliance to Development Charges Act changes under Bill 108 and Bill 138.
Development charges are fees collected from developers to help pay for the cost of infrastructure required to provide municipal services to new development, such as roads, transit, water and sewer infrastructure, community centres and fire and police facilities.
Oxford County and 7 area municipalities are updating their development charge background studies.

The Town of Ingersoll is in the process of updating its by-law under the authority of the Development Charges Act, 1997 (DCA). The existing by-law is set to expire on July 14, 2024. In order to continue collecting DCs beyond this expiry date, the Town must update its Development Charges Background Study and adopt a new by-law.
Watson & Associates Economists Ltd. was retained by the Town to prepare the 2024 Development Charges Background Study for the Town. The Development Charges Background Study is now available to the public for comment. The community is invited to submit comments and questions in writing addressed to the Town Clerk prior to May 13, 2024 at 130 Oxford Street (2nd Floor), Ingersoll, Ontario,N5C 2V5.

Every five years, the Town conducts a development charges background study to forecast the town’s future residential and non-residential growth to determine infrastructure needs and costs. This information is used to calculate the amount of money that new development needs to pay in order to cover new infrastructure and services.
Watson & Associates Economists Ltd. prepared the Development Charges (D.C.) Background Study for the Town dated May 2019. The study served as the basis for the development charge rates approved by the Town on July 8, 2019 through by-law 19-5057.
The Development Charges (D.C.) Update Study dated January 7, 2021 was prepared to amend the D.C. Background Study and By-law 19-5057.
The amendment is to reflect changes to the Development Charges Act through the “More Homes, More Choice: Ontario’s Housing Supply Action Plan” and COVID-19 Economic Recovery Act including:
All other components of the 2019 D.C. Background Study and D.C. By-law 19-5057 remain unchanged.
