Information Access and Privacy
The Municipal Freedom of Information and Protection of Privacy Act, 1990 provides for an individual’s right to access information under the control of institutions, while also ensuring that individuals’ personal information is being protected by institutions (s.1). The Town of Ingersoll is committed to upholding this piece of legislation, and uses it as a framework for Information Access and Privacy. Furthermore, the Town of Ingersoll is dedicated to accountability and transparency, shown through our Accountability and Transparency Policy, 2016 (link to policy).
How do I Access Information?
1. Routine Disclosure & Active Dissemination
The Town of Ingersoll has a Routine Disclosure/Active Dissemination Policy, 2024, which provides a process for Routine disclosure (RD), the release of certain types of records in response to informal requests and; Active Dissemination (AD), the periodic release of general records in the absence of a request.

2. Freedom of Information Request
Information that is not routinely disclosed or actively disseminated can be requested by submitting a Freedom of Information Request under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), 1990. Once a request is made, the Town Clerk will make an access decision, and the information will be disclosed accordingly. There is a maximum 30-day response period for FOI Requests.

In accordance with the Municipal Freedom of Information and Protection of Privacy Act, 1990, the Town of Ingersoll has an index which outlines all personal information collected and what we do with it.
MFIPPA describes personal information as: “recorded information about an identifiable individual”, which includes:
“(a) information relating to the race, national or ethnic origin, colour, religion, age, sex, sexual orientation or marital or family status of the individual,
(b) information relating to the education or the medical, psychiatric, psychological, criminal or employment history of the individual or information relating to financial transactions in which the individual has been involved,
(c) any identifying number, symbol or other particular assigned to the individual,
(d) the address, telephone number, fingerprints or blood type of the individual,
(e) the personal opinions or views of the individual except if they relate to another individual,
(f) correspondence sent to an institution by the individual that is implicitly or explicitly of a private or confidential nature, and replies to that correspondence that would reveal the contents of the original correspondence,
(g) the views or opinions of another individual about the individual, and
(h) the individual’s name if it appears with other personal information relating to the individual or where the disclosure of the name would reveal other personal information about the individual; (“renseignements personnels”)” – MFIPPA, s 2(1).

Two types of information that can be gathered on any web site:
1. Aggregate Information
Aggregate Information is anonymous data that Web sites use to diagnose problems, administer the sites, gather broad demographic information, and help improve the quality of the Web pages. Examples of aggregate information may be your domain name (i.e. “XYZ.com”), the type of browser or operating system you are using or your IP address. None of this information is connected with your Personally Identifiable information.
2. Personally identifiable information
Personally Identifiable Information is any information that personally identifies you. It can be your first and last name, your email address, your home address, or your telephone number. This information is typically gathered in a feedback form, a request for service form, an order form and so on. This information is used to communicate with you to fulfill your requests for products, programs, services, or general information. The Town of Ingersoll will not use this information for any purpose other than to conduct the services we are performing on your behalf.
Personal information about you as an individual will not be provided to any third party. The Town of Ingersoll also does not use this information to send unsolicited emails. We have put in place appropriate physical, electronic, and managerial procedures to safeguard and help prevent unauthorized access, maintain data security, and correctly use the information we collect online. We carefully protect your data from loss, misuse, unauthorized access, and disclosure, alteration, or destruction.
Compliance with Legal Process
We may disclose personal information if we are required to do so by law, or we in good faith believe that such action is necessary to comply with the law or with legal process
