What Is Next?
- Design has progressed to approximately 30% with detailed floor plans, architectural concepts, and site plan.
- Transitioning to Phase 2 which includes for 100% design documents and construction in 2026.
- The Town has worked hard on submitting a number of applications through various funding streams offered by the Federal and Provincial Governments:
• Community Sport and Recreation Infrastructure Fund (CSRIF)
• Health and Safety Water Stream (HSWH)
• Canada Housing Infrastructure Fund (CHIF)
• Housing-Enabling Water Systems Fund (HEWSF)
• The Town was awarded nearly $2.5M through the HEWSF grant to help with costs related to design and construction of the Storm water management systems.
MURC FAQ's
MURC stands for Multi-Use Recreation Centre.
The new MURC is proposed to be built on the newly secured 78 acres of land on the southeast edge of the Town limits. The acquisition includes a generous donation from Grobrook Farms, demonstrating their dedication to supporting local communities and preserving green spaces.
At least 30 acres of the acquired land will be designated for open space and recreational purposes, further enriching Ingersoll's outdoor activities and leisure offerings. This expansion aligns with the Town's vision of creating accessible and inclusive spaces that cater to residents' diverse needs and interests.
All components of the concept design have remained the same to be included in the most cost-effective build option and include:
- Walking Track
- Gymnasium
- Single Pad Arena (with an opportunity to double in the future)
- Multipurpose Hall
- Community Rooms

The Town has engaged Colliers Project Leaders as our primary project management partner for this critical municipal infrastructure initiative. Colliers brings extensive expertise in comprehensive project delivery, specializing in municipal and public sector development projects. Colliers International will serve as our dedicated project management team, providing strategic oversight, technical expertise, and professional guidance throughout the project lifecycle. Their specialized services include:
- Comprehensive project planning and scheduling
- Budget management and financial tracking
- Risk assessment and mitigation strategies
- Coordination of multidisciplinary project teams
- Technical expertise in infrastructure development
- Detailed reporting and transparent communication protocols
This collaborative approach combines Colliers' specialized project management expertise with the Town's direct governance and community-focused leadership. By leveraging external professional expertise while retaining ultimate project control, we are committed to delivering a high-quality infrastructure project that meets our community's needs efficiently and effectively.
Institutional builds can be undertaken in many forms which may include Design-Bid-Build, Construction Management, or Design Build among others. In a typical Design-Build form, design professionals are compensated for their conceptual submissions, requiring the Owner us to invest resources in multiple design concepts before selecting a final project package to which complete compensation is required. The selected strategy for the Town of Ingersoll MURC build streamlines this process by selecting a preferred design-build partner early on who will develop a comprehensive, cost-effective solution tailored to our municipality's specific needs and a defined budget.
By engaging our design-build Contractor team during the initial planning phases, we can strategically align the facilities desired components identified from the Concept package, to fit within our municipal budget parameters. This proactive approach enables our project team to collaboratively develop cost-effective solutions that maximize fiscal responsibility while ensuring comprehensive budget compliance.
Our integrated design methodology offers a significant advantage: it allows for an iterative approach to the design to consider component build value, and allow project desires to be prioritized to fit within the available budget.
For project success, it is of paramount importance that funding opportunities be planned in a strategic manner to solicit the highest benefitting value. We are committed to providing comprehensive project details to our community stakeholders, recognizing that a well-informed public is critical to the successful development of municipal infrastructure projects.
Prior to initiating our private funding process, we are conducting a thorough review and securing critical project specifications. This approach ensures that our constituents have a clear, comprehensive understanding of the proposed investment and its potential community benefits.
Complementing our funding strategy, we are actively pursuing a multi-faceted revenue optimization approach. Our team is comprehensively exploring additional funding opportunities through federal and provincial grant programs. Simultaneously, we are strategically developing our residential subdivision plan to maximize potential revenue streams and create sustainable long-term value for our municipal community.
